Frequently Asked Questions

What is MEES and does it apply to me?

The Minimum Energy Efficiency Standards (MEES) apply to all privately rented properties in England and Wales. Since April 2020, you cannot grant a new tenancy or renew an existing one for a property with an EPC rating below E, unless you have a valid exemption. Penalties for non-compliance are set out in the regulations — check the GOV.UK guidance for current fine levels and exemption criteria. In Scotland, MEES does not apply, but landlords have their own obligations under Scottish energy efficiency regulations for private rented properties. Check the Scottish Government guidance for the current requirements.

Is the EPC C target for 2030 still happening?

The previous government dropped its 2028 EPC C target, but the current government has proposed requiring rental properties to reach EPC C by 2030. No firm legislation is in place yet — check GOV.UK for the latest position. Scotland is pursuing its own heat and energy efficiency targets separately. Regardless of the exact date, improving your properties now protects you against future regulation and increases their value.

Which improvements give the best return?

According to the Energy Saving Trust, loft insulation and cavity wall insulation typically offer the best return, low cost, high EPC impact. LED lighting and smart heating controls are quick wins.
